PASSPORT
When can I renew my passport?
A passport can be renewed when it has already expired or is due to expire within 6 months.
Where can a Philippine passport be issued?
A Philippine passport can be issued by the Philippine Embassy in Madrid or by the Philippine Consulate General in Barcelona.
What is a Machine Readable Passport?
The Philippine Embassy in Madrid started issuing Machine Readable Passports (MRPs) in July 2008. The regular MRP is maroon and has 44 pages. It contains advanced security features that will help prevent the tampering of personal details of the passport holder through data or photo manipulation or substitution. The passport holder’s information is encoded and reflected in the machine readable zone (MRZ) which can be read by a machine/passport reader at all international ports of entry and exit. The MRP will be the global standard standard by April 2010.
I still have a green passport. Can I still use it?
Yes, all regular green passports issued prior to the Machine Readable Passports (MRPs) will remain valid and will be honored by immigration authorities worldwide until their stated expiry date.
Can I apply for a Machine Readable Passport even if my green passport is valid?
Yes, the Embassy, however, will first cancel the green passport before the MRP is issued. The cancelled green passport will be returned to the applicant.
How long does it take for the Embassy to issue a Machine Readable Passport?
With the new system, the Embassy only receives the accomplished passport applications and prepares the computer generated form (CGF) and transmits it to the Department of Foreign Affairs (DF) in Manila which processes all passport applications worldwide. The processed passports are then transmitted to the Embassy within a month or a month and a half.
The applicant is advised to call the Embassy a month after applying to check of his/her passport is already at the Embassy.
How much is the renewal of an old passport? What are the requirements? Is personal appearance required?
Passport renewal costs 50 euros. The requirements are: (a) original and copy of old passport (pages 1,2,3 and last page); (b) 3 passport-size pictures with royal blue background; and (c) copy of the tarjeta de residencia; (d) duly accomplished application form. Personal appearance is a MUST because the applicant has to make a digital thumbmark.
How much is the application for lost or mutilated passport? What are the requirements?
Personal appearance at the Embassy is a MUST. Application for lost or mutilated passport is 90 euros. The applicant must also execute an Affidavit of Lost Passport which costs 25 euros. The other requirements are: (a) Police Report or Denuncia from the Comisaría de Policía; (b) authenticated birth certificate; in the case of female applicants, authenticated marriage certificate if the applicant is using husband’s surname; (c) copy of passport being declared lost.
Depending on the case, the Embassy may require additional documents such as baptismal certificate, school records, other IDs, etc. to verify the true identity of the applicant.
NOTE: Fifteen (15) days clearing period for investigation and approval from DFA, Manila is required. A new passport may be issued to an applicant only after official endorsement/approval from DFA is received and after the applicant has complied with all documentary requirements.
Does the Embassy provide photo and copy service?
No, but the applicant can go to the stationary store and photo shops along Calle Serrano, about 100 meters from the Embassy.
I live outside of Madrid, can I ask someone to pick up the passport for me?
Yes, a duly authorized representative can pick up the passport for the applicant.
For convenience and security reasons, the Embassy recommends that the applicant use a special courier like MRW or SEUR to pick up the passport.
If one doesn’t have a passport and he has to go back to the Philippines, what can the Embassy do for me?
The Embassy will issue a Travel Document. This is a one-way travel paper that serves as a temporary passport. The Travel Document can then be used to apply for a new passport in the Philippines.
SOLEMNIZATION OF MARRIAGE
Can the consular officials at the Embassy solemnize the marriage of a Filipino couple?
Yes, the consular officers at the Embassy can solemnize a marriage between two Filipino citizens.
What are the requirements for a Marriage Licence (Legal Capacity to Contract Marriage)?
Both parties have to appear personally at the Embassy and the file an application. The documentary requirements are the following:
For Single Filipinos:
A. Birth Certificate in security paper issued by the National Statistics Office (NSO) authenticated by Authentication Division, DFA Manila (Original & one photocopy)
B. Certificate of No Record of Marriage (CENOMAR) also known as Certificate or Proof of Singleness issued by the National Statistics Office (NSO) (Purpose: For Marriage) authenticated by Authentication Division, DFA Manila (Original & one photocopy)

For applicants between 21-25 years old – parental/guardian consent is required. In case a parental/guardian consent is not given, a period of three months after the bonds are posted must be awarded
For applicants 26 years old and above , no parental/guardian consent is required.
If the applicant is widowed, the death certificate, duly legalized of the former husband/wife should be submitted.

For female applicant, under Philippine Law, after the death of the husband, she is required to wait 10 months and 1 day before she can apply for remarriage.

REPORT OF MARRIAGE
If I married a Spanish citizen or a foreigner in Spain, do I have to report it to the Embassy?
Yes. All marriage of Filipinos overseas must be reported to the Philippine Embassy or Consulate to ensure that the marriage is officially recorded and a copy of which is forwarded to the National Statistics Office.
What are the documentary requirements?
The documentaryrequirements are:
- Duly accomplished Report of Marriage application form
- One Original and 3 photocopies the Marriage Contract Issued by the Registro Civil
- Original and 3 photocopies of passports of contracting parties
- 3 passport-size photos of each contacting parties

REPORT OF BIRTH
What are the requirements for obtaining a Report of Birth?
For a Child of Married Parents (Legitimate)
As a basic rule, Report of Birth forms should be filled-up and signed by one of the parents who is a Filipino national.
- Duly Accomplished Report of Birth application forms (available at the Consular Information Counter) (4 original copies)
- Child's Birth Certificate (Partida de Nacimiento) issued by the Registro Civil (original and 2 photocopies)
- Parent's Marriage Contract from NSO(if married in the Philippines) or Report of Marriage (ROM) from Philippine Embassy (if married in Spain or outside the Philippines) (Original & 1 photocopy)
- Passport of Parents (4 photocopies each)
- Affidavit of Legitimation - if the child was born before the parents were married and there was no impediment for them to get married at the time of child's birth (form available at the Consular Information Counter) (4 photocopies)

What other services that the Embassy offers?
The following are some of the legal services that the Embassy issues to the applicants:

Reminder to applicants:
- Fingerprinting will be done after payment. Embassy personnel will assist in getting the fingerprints of the applicant.
- After the fingerprint impressions are taken at the Embassy, it is the responsibility of the applicant to transmit the application form with his/her prints to the NBI through an authorized representative. The application form must be submitted to NBI Manila for the issuance of the NBI Clearance Certificate. The Embassy merely assists in the taking of the fingerprint impressions.

LEGALIZATION OF SPANISH DOCUMENTS
Does the Embassy legalize Spanish documents to be used in the Philippines? What are the requirements?
Yes, the Embassy legalizes Spanish documents to be used in the Philippines. However, before said documents are legalized by the Embassy, said documents must first comply with the legalization requirements of the Spanish government.

DUAL CITIZENSHIP
How does one re-acquire Filipino citizenship?
A natural-born Filipino who lost his/her Filipino citizenship through naturalization in another country may re-acquire Filipino citizenship by filing a petition and submitting the requirements at the Philippine Embassy or Consulate.
What are the requirements?
For the Principal Applicants:

VISA (For entry to the Philippines by former Filipinos and foreign nations)
I’m now a Spanish citizen and like to visit the Philippines, do I need a visa?
As a former Filipino citizen, you are entitled to a one year stay in the Philippines without a visa. This visa-free balikbayan privilege also applies to your foreign spouse and children who travel together with you to the Philippines.
My Spanish friend is visiting the Philippines for just one week, does he need a visa?
No. Spanish and EU passport holders are allowed to stay in the Philippines for 21 days or less without a visa, provided they hold a return ticket and the validity of their passport is at least six months beyond their contemplated stay in the country.
How does one obtain a temporary visitor’s visa (9A visa) for business and tourism? What are the requirements?
The requirements for a 9A visa are the following:
- Personal appearance
- Duly accomplished visa application
- Original and photocopy of passport, valid for at least 6 months
- Photocopy of confirmed round-trip ticket
- Two (2) colored photos
- Letter of invitation from your company explaining the nature and duration of your official business in the Philippines (for business travellers only)
